What do u mean exactly? There is no shifting in workouts.
zwift click in workouts is supposed to increase / decrease the resistance

What you’re experiencing is expected behavior. As @Andreas_Wilke mentioned, virtual shifting is disabled if you’re doing a workout. Zwift automatically adjusts resistance to match your workout targets or intervals so you can focus on turning the pedals without worrying about shifting. That’s why Zwift Click feels unresponsive in workouts compared to free rides.
If your workout includes a free ride block, ERG mode is disabled during that section, and you’ll be able to use virtual shifting with Zwift Click to adjust your gears just like you do in routes. However, most of the time, the virtual shifting is disabled.

If the shifting isn’t working for you during workouts, but is when in sim mode, my best guess is that you’re doing the workout in Erg mode, in which case you don’t need to shift gears and the trainer resistance will simply adjust based on the prescribed interval wattage and your cadence. If you switch to incline mode the shifting should then be active, and you can use the gears and your cadence to hit the prescribed wattage.
You can use the Click in workouts to increase or decrease the resistance, but not in the same manner as how the shifting works. This would need to be done by using various buttons on the Click to navigate the ride menu to make the adjustment.
