With the wrong bike being shown in the race pen from a previous ride bug, I have a question. Does the characteristics of said bike overwrite the ones the rider is actually using?

no this is just a visual bug. You can test this easily by entering the pen on a TT bike, then switching to a normal road bike. You will look like you are on a TT bike but will be able to draft along with everyone else.
Yep, speed and position are calculated client side based on what the client can see, and reported back to the zwift server. Everyone’s own speed is based on the characteristics of the bike they are using.
If this bug involves the handcycle it might be a bit different as that bike has different drafting behaviour and a larger footprint. If you see someone riding a handcycle but they’ve actually changed to a different bike I would assume your system would still treat them as though they are a handcycle and you wouldn’t get any draft from them.
Yes, this happened in a TTT race I was in awhile back and it really sucked. A fellow rider was on a Cadex, but everyone saw him on a handcycle and he was constantly pushing people around and breaking up the line,.. All we could do was laugh at the time.
