If a rider is putting out 10% more than the category maximum wpk (i.e 2.75 wpk in a 2.5 wpk D race) for more than 5 minutes in total, then they get put in the wind. So if the pack is all the way to the right on the road, then the rider that is sandbagging gets moved over to the far left of the road, out of the draft and in the wind. They should have to ride in the wind for 5 minutes. If there are lots of sandbaggers in the wind, they should not get draft benefits.
