I know I can select riders to give ride-ons to, but if I just hit the ride-on button at the bottom of the companion app - who gets that ride-on?
No one. If you press the Ride On/Thumbs Up button on the companion app you just hear a voice say ‘Ride On!’ If you want to give ride ons to nearby riders using the Companion app, just be on the map screen and tap the circled arrow (your position) and up to 5 nearby riders will receive a Ride On from you.

I will just add to Jeffrey’s advice that the Circle option is only available in free ride and workout mode, NOT in events like group rides or races.
