When riding I only get 20 XP for full km, nothing for half. Can someone help?

Not a bug. That’s how it works. XP are awarded for completing a kilometer (or mile, if using Imperial measurements). There is nothing awarded for fractional distances.

Sorry, thought it is like run where you get at half and quarter points.
The only time you get award XP for fractional is when running.

Man, I wish we got 5xp for every 250m ridden. I’d feel less compelled to ride to the next whole km before I can end my ride!
