Yup, automatically unlocked after completing last tour ride, need to go into customise to select
You had to have finished all 5 Tour of Innsbruck stages in order to get the Tour of Innsbruck kit. 
From memory I think I completed the 20km time trial in Innsbruck and I now have an Innsbruck jersey.
