Title Music is lumped in with 3D World Sounds

I have 3D world sounds turned off because they’re annoying, and game sounds turned on. I also have Title Music set to “on,” but it doesn’t play unless the 3D world sounds slider is moved up from zero. As one of the few people who likes the title music, I’d like to be able to hear it without also hearing the annoying world sounds.
