I have both the Garmin Fenix 5 Sapphire watch with in built HR and also the Garmin Tri HR Strap.
Both devices will not pair with the Zwift via Ipad.

iPad requires Bluetooth signals. It requires either a Bluetooth heart rate sensor, or an ANT+ heart rate sensor plus an ANT+ to Bluetooth converter, like CABLE.
Most Garmin devices only broadcast over ANT+ protocol, which iOS devices are not compatible with.
While the fēnix 5 does offer some Bluetooth connectivity, heart rate data can only be broadcasted over ANT+, as is specified under “Heart Rate Features” on the fēnix 5 specs page.
It is possible to connect an ANT+ device to iOS with the use of a signal bridging device, and you can find the most up-to-date information on ANT+ support for iOS in this knowledge base article.
