Avatar not moving into Steerer's draft

I’ve noticed when steerers move left or right, generally the player without steering follows the draft. However there are times where if the steerer (or multiple steerers) move to the extreme ends of the road, the auto steerer/non steering player’s avatar does not follow. This leads to scenarios like this one:

I’ve delt with this scenario multiple times and it is really frustrating when I’m in a small group like a breakaway and everyone has steering but me. I take a pull, empty the tank, the next guy wants to go all the way to the other side of the road, everyone follows, and I get dropped because I can’t buy a zwift play where I live.

Is there anyone working on this issue? Or is it seen as a non-issue and slight nudge to get more people to buy the hardware?

It’s been mentioned many times to Zwift but no response about whether it’s intentional or not. There is a huge difference in draft-seeking behavior between having steering but not using it, and not having steering at all. If you pair play controllers and never touch them you will still get better draft.
