Able to Pair But Doesn't Transmit Power nor Cadence

I have a CycleOps Powertap Pro+ and I’m able to pair (both Power Meter and Cadence) however both stays 0 Watts and 0 RPM.

I’m also using a Garmin ANT+ dongle, please help.
