I reached out to support at one point and got the following bizarre reply:
I wanted to reach back out to you and let you know that they do have steering disabled for the Tour of Watopia events. Steering holds a clear advantage over other riders and since the point of the Tour of Watopia is for everyone to have a good time and enjoy the events they have disabled steering. I know that may not be what you want to hear, but I thought I would at least reach out to let you know what I found out.
