Try download Bluetooth Heart Rate monitor app from the Galaxy Store.I managed to transmit HR from Galaxy Watch to Zwift.
For Samsung Galaxy Watch 4 Classic, I have found on the Google App Store “Heart for Bluetooth”. This app is simple to use and simple to setup took me about 15 minutes to get it working with My Schwinn ic4 \ ic8 compared to hours trying to get others to work. Just make sure you configure the app on the watch through “Galaxy Wearable” on your phone to “Allow background activity”.
