You can search for PCs running Nvidia GeForce GTX 950M at Zwiftalizer.
I see there four examples of systems using the 950M at 1440p High settings, getting average frames per second of 18 to 30.
GTX 950M i5 without question.
GeForce MX150 is also a good budget laptop GPU. It does 1080 resolution with frame rates that are almost twice that of the Apple TV 4K and has better effects.
