Both the two cases you mention, probably, show the ridiculous situation caused by the 90 day rule.
Winner, probably a C cat racer, has no ZwiftPower rides since 8th April and probably has some lightweight rides on Zwift since. ( as I also have as this is my off-season and I’m jumping on Zwift for an easy ride about once a month)
Runner up was racing A cat on 2nd April and B Cat on 7th April. Next ride for him was on 10th July, cruising round in E cat ‘no 90 day ride history’ as only rider in race. Two golds and two silvers since ( As Cilla used to say ‘Surprise Surprise’) in D cat.
I have no problem with D cat riders (or any cat) having a great race, smashing their PB, winning then getting promoted. The category you race in is currently governed by what you have done previously not what you do in the race.
I just hope when Zwift re-consider Race Scoring ( all gone quiet over past few weeks) they will seriously think about the 90 day rule.
90 days of non activity does not a D cat rider make.

If you’re relatively strong and you used to race in Cat A or Cat B and you take some time off and the CE system lets you ride in Cat D and you do so and you spoil the race for the good folks in Cat D …
… you know what you are. Grow a spine. Do better.

If they have blown up the race what is the point of a DQ after the race?
A DQ is to force them to upgrade next time but now with CE they get a auto upgrade.
Riders should have to compete in the category they were last graded to for 90 days on coming back from a break. This would give Zwift data to determine if they are genuinely weaker and their correct category. Yes it could be demoralising getting beaten each race for 3 months if they are genuinely weaker but better that one person is demoralised than all the genuine lower cat riders.

The problem is that if you have ZERO Data after 90days you will go to PEN E…but if you do a short easy 2mins ride you will get PEN D open. Minumum Category should be from the last race and not reset by a free ride / group ride or workout.

To assign the proper racing points and final rankings to the people who belonged in that particular race. How is this even a question?
It looked like I had a “bad” race according to zwiftpower. No racing points awarded and no podium whereas as I should have been in 2nd place and I beat a higher-ranked rider who came in 3rd.

Agree, you should be in the last category you raced in irrespective of the time since that race (could be more than 90 days), until you prove through racing that you are no longer capable of attaining that level or are further upgraded.
