Just a wee plug for my home city… 
It’s got a castle on a big rock, iconic architectural features such as the Scott Monument, and a big park in the middle of the city with a road going up an extinct volcano (a short 3 - 6 minute climb on the steepest bit) with some spectacular cliffs next to it (Salisbury Crags). Lots of both flat and inclined roads with very varied and interesting architecture, such as Princes Street and the Royal Mile.
As a model for an urban course I think it would be much more interesting than London or Richmond, altought I’m biased…
