Can a 10.5" ipad Pro (A10x) unlock the ultra resolution setting/stream to my 4k TV? If not, does the new 11" ipad pro (A12x) do this? Or must I go PC with a dedicated graphics card to unlock the ultra resolution?

I doubt that any Ipad will be able to get ultra. You will need a good GPU on a pc the get ultra.
