I hoping they allow organisers to set the category boundaries would be ideal. Flexibility for organisers to create events how they want is what they need.
I would run events with Double Draft and Category limits:
E: CP +4.5W/kg (Elite a.k.a. A+)
A: CP 4 to 4.5W/kg
B: CP 3.5 to 4W/kg
C: CP 3 to 3.5W/kg
D: CP up to 3W/kg
This would even up the Catsā¦and the reason to have Pen D boundaries up to 3wkg is because at our events D is always empty.

Better IMO to basically not include D in your instance and make your last Cat 2.5-3. My guess is D is empty because thereās no fun for anyone sub 2wkg entering and therefore they donāt. A 1-2.5 wkg range currently is too large of a difference in speed, so typically you only get the top end of the D range entering. A D cat of up to 3wkg, will likely just move the grouping where most of the entrants will be now be over 2.5wkg.
Double draft is horrible 
But smaller cats is a great start likes of TFC mad monday works really well with this but we need the ability to add more cats into a race. This would make a big difference to get the best private series able to be added to the public calendar.
