What’s the question?
The Route is Spiral Into The Volcano, so I’m going to guess some people did/didn’t do an extra lap of the volcano because of issues caused by running different versions of Zwift.
Or it could be something completely different.

I’ve fixed* the problem by not caring. It’s very liberating and I recommend it to all fellow Cat C’s.

Low average HR can also happen if the HRM comes loose or shuts off during the ride, or is paired during the event.
Also keep in mind you are calling out real people for cheating who are not necessarily cheating.
