Is the only difference someone opting into Zwift Power or if people are removed for cheating how do you know? It seems that frequently the winner is removed.
There just not sign up to Zwift Power. it not auto sign up for Zwift power. and you look if there in the Filtered part if it was DQ for no HR.
Check out zwiftracing.app for a more comprehensive view of entrants. Displays riders who have a private profile, no personal details of course but you will be able to see where they ranked. Also shows riders who DNF’d and when they bailed. I use this now in preference to ZwiftPower.
