Why aren't users with no HRM disqualified on ZP

I know some events say to be shown in results a HRM is to be used, and I know some but not all get a HRM warning. But look at this user,… has NEVER used a HRM and placed in results every race they did ZwiftPower - Login

This person must have opted out of sharing HRM info as well as age on ZP. Look them up on the companion app and they have HR data there, so they are using one.
