I think that it is also count the riders in the other direction in that 25 number? I seem to be riding in reverse on my own this morning, but the list is blank aside from my name and says “+24 more” … With no riders nearby, I cannot even view the jersey leaderboards!

I am facing this issue too! But I am not ride in reverse, I guess…
When I start riding I can see other riders and the nearby list is full of people. Then, suddenly, the list becomes empty and I no longer see any other rider.
