I purchased a jet black HRM from zwift. Generally it works, however it will not pair with my zwift ride setup for about 10 to 15 minutes into the ride. After that it Generally works. When paired to my garmin 840, the connection drops every few minutes, but reconnects right away.

I reviewed your account and found brief but continuous Bluetooth disconnections from your devices. Please note that the usual cause for Bluetooth dropouts is wireless signal interference. Check out this article for tips on how to prevent this from occurring.

The Bluetooth hardware depends on exactly which device you are using. For example, the Samsung A8 and S6 Lite are known to be pretty bad for Bluetooth. It’s probably worthwhile to try another device to see if you get a different result.
