Anyone else seeing this? 100% repro on iPhone 6 and iPad Air 2 running iOS 10.3 Beta 2 - app displays splash screen, then crashes before displaying the “select user” screen.

Me too. What is weird is that it seems like it is crashing, but when I look for running apps it is there. When I click on it, though, there is a pause and it disappears again.
Seems fixed in 16400.
Yes! The most recent iOS update was intended to solve the Beta iOS crash. Glad to hear it worked.
