How can a cat A rider get first place in a cat B race?

Today’s ODZ category B race was won by a rider which ZwiftPower says should be “minimum category A”.

So they should have been disqualified with a “UPG” tag.

They were above the W/kg limit too so they should have been disqualified with a “WKG” tag.

Please could someone explain why they were not disqualified?

The race on ZwiftPower was /events.php?zid=2056762 and the rider is /profile.php?z=1525792
