I want your help.

what setup will deliver the best zwift experience

IOS on an ipad 2018, connect to a 24" monitor with a lightning to hdmi cable

or

Windows 10 on a recent laptop, connect to a 24" monitor with a hdmi cable

what will be the best graphics?

That would depend on the graphics card in the Win10 laptop.

As @Paul_Allen says, it all depends on the laptops graphics capability. I would guess that even if its onboard graphics, the laptop would provide a better, more stable set up.
