Category Enforcement outlier?

How could 3.7w/kg (292 average watts) possibly count as within “C” under category enforcement rules for Race-Like-a-Pro this month?

(I know ZP ranks riders differently, but on ZP this rider is a solid B.)

Look at the rider’s history. They’re a relatively new rider and this is by far the highest power output. They get one win like that and now cat enforcement will bump them to B for future races. The system is working as designed!
