Are you using a built-in Bluetooth adapter that came with the system? It is very common to get better Bluetooth performance from a USB adapter compared to the one that comes with a laptop. I can’t guarantee this will help but it would be unsurprising if it did, and costs very little. What I would recommend is an adapter with the RealTek RTL8761B chipset, such as the TP-Link UB500 or Edimax BT-8500.
If you want to try this, first you need to go to Windows Bluetooth settings and forget all of the devices that have been paired to it such as keyboard, mouse, headphones, etc. Then go to Windows Device Manager, right-click on the Bluetooth adapter and select Disable. Then install the USB dongle and drivers should install automatically.
