Amelia’s course makes her pretty undesirable to ride with (rarely anyone with her).
She should be on a course like Big Foot Hills which features all lower-Watopia climbs.
I sort of agree with you here … that the course should be varied .
However the course is not without merit , especially if it does as you say prevent a massive peloton gathering around her . That is the absolutely best thing about Angela . You can do a proper measured pace ride with Angela that is mostly impossible with others due to the size and surging of the great big blobs that are attract .
I guess the bit you see as undesirable is the Jungle , however ignoring the fact you have to work harder its largely not important here as you can still maintain the same effot you would on any other hill and arguably with the terrain effort it keeps it honest.
